That's a good question. Cellular coverage is notoriously spotty in folded terrain. People in the lowest areas, most at risk for flash flooding, are most likely to have little or no signal.
The summer camp that seems to have the most missing or dead does not allow cell phones, smart watches or tablet computers for the campers. Management there should have had such things and will have to face parents about what it did and did not do.
